Diplomatic Missions.

Do imperials get them?
If so, bloody who gives them out?

Well, apparently only civilians get those missions, stormtroopers can't get them at the moment. You get them in the government district from that one senator person. For a good way of making money, I recomend you craft or do smuggler missions, other than that the imperials are kind of screwed until it's fixed.

As night told you, theres a Senator in the goverment district (north of the Coruscant main area). The reason soldiers dont get it is due the fact they have their own missions, at the Stormtrooper barracks.
